UNCTAD defines Non-Tariff Measures (NTMs) as “policy measures other than ordinary customs tariffs that can potentially have an economic effect on international trade in goods, changing quantities traded, or prices or both”. They include technical measures such as sanitary regulations and non-technical measures which relate to commercial policy such as quotas, price control, trade-related investment measures or government procurement.

Extension of the AGOA from a US perspective
On June 25, 2015, after an extended period of negotiations, the House of Representatives and the U.S. Senate voted to reauthorize AGOA. President Obama, speaking in Kenya during a recent trip, guaranteed a long-term extension of AGOA which is now officially referred to as the AGOA Extension & Enhancement Act (AEEA) of 2015. The extension is currently for 10 years expiring on 2025.
The falling of barriers and the emergence of SADC and COMESA block has prompted many Mauritian entrepreneurs to consider the possibility of exporting to the African market.
As at today, export of Textile and Apparel products to Africa (including SADC and COMESA countries) totalled Rs. 6,610 million in 2014. Sissi Creation is a Mauritian based enterprise that exports only to Africa. The company was established in 1998 and specialises in the confection of babywear and childrenswear. It started exporting to Africa following their first participation in the National Trade Fair in Zimbabwe in 2002. African clients showed great interest in their products .

Country Focus – Turkey
Turkey is the 18th largest economy in the world with a GDP of $786 bn. Its per capita income has nearly tripled in the last decade and now exceeds $10,000.
Following the adoption of a new commercial code, Turkey has considerably improved its competitiveness over the past decade, moving up 16 spots to number 43 in the World Economic Forum’s Global Competitiveness Index while Foreign Direct Investment has grown from $1 billion to approximately $13 billion in the past five years …
From the Policy Desk : Trade Facilitation Agreement
The common declaration following the Ministerial WTO conference in 2013 which is commonly referred to as the Bali package sets the scenes for the Trade Facilitation Agreement (FTA). This agreement addresses a number of issues that hamper trade of goods across borders, create bottlenecks during transit and block smooth clearance by customs authorities for cross border trade. The TFA makes provision for the creation of a National Trade Facilitation Committee (NTFC) at country level in order handle trade facilitation issues as part of the implementation process…
